Meeting Notice

The Bexar County Emergency Services District No. 4 (ESD 4) will conduct a meeting at 28036 Old Boerne Stage Road, Boerne, Texas, 78006 on Thursday, September 18, 2025, at 12:00 P.M. The following will be discussed:
1. Call the Bexar County Emergency Services District No. 4 Meeting to Order and establish a quorum.
2. Citizen Public Forum (3-minute time limit).
3. Approval of the minutes for August 4, 2025; August 19, 2025; August 25, 2025; and August 30, 2025, Board Meetings.
4. ESD 4 Board discussion and appropriate action items:
a. Status and action on entering into an Interlocal Agreement to provide the City of Fair Oaks Ranch with fire and Emergency Medical Services.
b. Status on the IH-10 and Ranchland View replat, and utility construction and retention of any professional services needed for the project.
c. Update on the Administration Building construction design documentation, site preparation, and retention of any professional services needed for the project.
d. Discussion on the investigation into switching the medical transport third-party billing organization and the retention of professional services for medical billing
e. Discussion and action on the sealed bid received for the surplus ambulance stretchers.
f. Status of the Ladder Truck refurbishment
g. Update on the Insurance Services Organization (ISO) Consultant support for a response to ISO
h. Status of the Human Resources audit.
5. Presentation of the Interim Chiefs’ Report.
6. Financial discussions and appropriate action:
a. Discussion and action authorizing the Fire Chief and Lead Administrator to approve budgeted invoice payments up to $50,000.
b. Discussion and action on the retention of Margaret Nixon, CPA, to conduct the Fiscal Year 2025 Audit.
c. Review of the ESD 4 financial report.
d. Review of the ESD 4 paid bills.
e. Action by the Board on planned payments for the ESD 4.
7. The next regularly scheduled meeting will be Monday, October 6, 2025.
8. Adjourn.
